Add an API level 37 (Android 17) emulator to the critical UI test matrix. API 37 ships only as a minor-versioned image, so the api-level is "37.0" (the platform and system image packages are android-37.0, not android-37) and only as google_apis_ps16k; there is no plain google_apis image. The runner's preinstalled avdmanager is too old to parse the minor version and writes target=android-0 into the AVD config, so the emulator clamps to API 3 and boots misconfigured. Update cmdline-tools before creating the AVD, and key the AVD cache on the tools version to invalidate broken caches. Workaround from ReactiveCircus/android-emulator-runner#482. Pipefail breaks cmdline-tools update
High Severity
The new Update SDK cmdline-tools step runs yes | sdkmanager under GitHub Actions' default bash -eo pipefail. When sdkmanager finishes and closes the pipe, yes exits with a non-zero SIGPIPE status, so the pipeline fails and the step aborts before the latest-2 swap and AVD cache key output. That blocks every matrix row, including the previously green API 31/33/35/36 jobs.

Add an API level 37 (Android 17) emulator to the critical UI integration test matrix.
This is possible with the workaround from ReactiveCircus/android-emulator-runner#482 (originally identified by jpcottin in yschimke/okhttp).
💡 Motivation and Context
Resolves JAVA-647. Keep CI emulator coverage current with the latest Android platform so the critical UI tests catch regressions on Android 17 alongside the existing API 31/33/35/36 runs.
